    With climate change posing unprecedented global challenges, the Water as Leverage framework provides an excellent way for transformative, inclusive urban water projects. The framework benefits cities in developing sustainable solutions and unlocking otherwise underutilized private-sector financing. The framework applies the eight principles—from fostering inclusivity and scalability to integrating systemic perspectives—and #WaL initiatives could support scaling up water security and innovation where water connects people, economies, and ecosystems. WaL can support and catalyse a global movement in urban water resilience for cities, private investors, and communities alike. Water-related projects often face challenges attracting private sector investors because of perceived risks, high upfront costs, and limited immediate revenue returns. However, the WaL approach offers a compelling framework to mitigate these barriers: Clear Revenue Opportunities: Projects like Demak's mangrove restoration created direct economic benefits—improved aquaculture incomes, ecotourism activities, and carbon trading credit mechanisms—while reducing coastal erosion. By monetizing ecosystem services, these initiatives become attractive to investors. Blended Finance Mechanisms: The WaL framework encourages diverse funding approaches, including grants, public-private partnerships, and innovative tools like green bonds. These mechanisms de-risk projects and make them more appealing to private investors seeking fiscal returns and reputational gains from investing in sustainability. Long-Term Sustainability: Strong emphasis on adaptive operations and maintenance ensures projects remain functional and practical. For example, enhanced flood defences implemented through Rebuild by Design in Lower Manhattan attracted significant private funding due to their meticulous feasibility studies and maintenance protocols. Proof of Concept: Demonstration pilots, such as the Water Balance Pilot in Chennai, prove scalable and replicable solutions that private investors can confidently support.     Delivering Sustainable Water Projects: Why Funding Models Matter The water sector is vital to both human and ecological well-being — yet access to safe drinking water and industrial water is becoming increasingly critical across many regions. With the rise of green hydrogen, green steel, and growing energy demands, the need for ultra-pure water is set to accelerate. This calls for not only innovative technologies but also smart and scalable delivery and funding models. Across the globe, we see a range of successful approaches tailored to local contexts. For example, in the Middle East, large-scale water projects — from generation and storage to transmission and wastewater treatment — are often developed through Public-Private Partnerships (PPPs). These attract billions in foreign investment, bring international expertise, and deliver world-class infrastructure to communities. Let’s explore a few commonly used models: 🔹 Public-Private Partnerships (PPPs): These leverage private sector innovation and financing, but require government commitment, sound demand planning, and fair water pricing structures that balance affordability and sustainability. 🔹 Blended Finance: By combining public, private, and donor funds (including Viability Gap Funding), this model can reduce risks and unlock investment. However, donor-led projects often experience extended timelines. 🔹 Decentralized Solutions: Small-scale or community-based systems can be more agile and responsive, especially in remote areas, tailoring delivery to local needs. Each model comes with trade-offs. The key to success lies in understanding technical, social, institutional, and environmental factors from the outset.     Most water utilities are sitting on a massive "wish list" of projects that never happen. In the U.S. alone, we're looking at a $91 billion annual funding shortfall for water. The private sector can help, but today less than 2% of water infrastructure is privately funded. The local grant model for corporate water stewardship cannot scale to close this gap. It’s expensive up front with insufficient safeguards to risk in large amounts. We’ve built a different model at Blu Diamond Water: an offtake agreement for water certificates.     The Cook Labor Government is investing $2.7 billion next financial year to deliver safe, reliable and sustainable water supplies for Western Australians – now and into the future. This funding is part of a $6.4 billion water infrastructure program over four years, supporting local jobs, strengthening regional communities and boosting water security across metropolitan Perth and regional WA. Part of that funding will go toward the Alkimos Seawater Desalination Plant, being built by Water Corporation . And as you can see from this incredible footage work on the facility is powering ahead. Once built, this will be the most advanced desalination plant of its kind in WA, setting a new benchmark for large‑scale water infrastructure. With a $2.8 billion investment, the project is on track to deliver 50 billion litres of drinking water every year — enough to support more than 2.5 million Western Australians by 2028. This project is about more than water. It’s creating over 1,500 local jobs, including 170 apprentice and trainee positions, while injecting $1.1 billion into the WA economy and delivering $65 million in contracts to Aboriginal businesses. The Alkimos Seawater Desalination Plant is helping future‑proof Western Australia — with local jobs, local materials, and a secure water supply for decades to come.

    🌍 Achieving SDG 6: The Real Costs of Clean Water & Sanitation by 2030 💧🚰 A recent UN-endorsed study reveals the financial roadmap needed to achieve Sustainable Development Goal 6 — universal access to safe drinking water, sanitation, and hygiene (WASH) by 2030. The findings highlight both opportunities and challenges: 🔹 1. Current financing can meet basic WASH needs - Extending basic services (clean water, sanitation, and hygiene) to all unserved populations will cost $28.4B annually — just 0.10% of global GDP. - But Sub-Saharan Africa (0.64% of GRP) and South Asia (0.21%) require significantly higher investment. 🔹 2. Safely managed services cost 3x more - To deliver safely managed WASH — on-plot water supply, toilets with fecal waste management, and hygiene facilities — $114B per year is needed. - This is three times the current global investment levels and highlights an urgent funding gap. 🔹 3. Urbanization drives capital demand - 70% of WASH investment will be needed in urban areas, where infrastructure costs are higher, especially in fast-growing cities. 🔹 4. Beyond infrastructure: Systems must be strengthened - Achieving SDG 6 isn’t just about building facilities — it requires: ✅ Stronger institutions & regulations ✅ Sustainable tariff & subsidy models ✅ Financing mechanisms to cover O&M (operations & maintenance) ✅ Targeted support for low-income and marginalized groups 🔹 5. Strategic choices ahead - Policymakers, donors, and service providers must decide between: ➡️ Extending basic WASH to the unserved, or ➡️ Upgrading existing services to safely managed levels.     Immokalee Water and Sewer District in Florida just got on the state list $10,400,000 in funding for their smart water project. Including $1,446,674 in principal forgiveness. Infrasync Technology Services is the Engineering firm that did the design and application to deploy a fully integrated smart water and wastewater system. Over 7000 water meters, 200 wastewater sensors, 7 softwares, and lots of equipment retrofits. This is helping the district stop overflows, fix waterless, find and fix inflow and infiltration, and enables staff to operate a growing system. There was also a separate $3,000,000 grant to support on the wastewater side. Utilities are working towards doing things better, smarter, and with advanced tech but if they can't get funding then it's just an idea. The good news is that states are funding water innovation, you just have to figure out the right programs and rules to follow. Common mistakes in funding water technology projects: - Procurement, in order to get state or federal funding there are strict procurement laws to follow. RFQ (for engineers) and RFP (for the contractor) are almost always needed. - Engineering, every application requires a basis of design in compliance with regulations. This includes hydraulic modeling, capacity planning, existing asset assessment, drawings, estimates, etc. - Pilot or Phase 0, for anything very innovative starting small to prove it out (typically sub $250,000) can make the full deployment go much faster as these are fewer assumptions in the design and more focused efforts. - Component Based, if you are trying to get a grant or loan for just one specific sensor or software it probably won't work well. Most finances are tied to a specific water or wastewater treatment permit. So you have to design the whole system together with sensors, software, civil infrastructure. If you are a utility trying to improve and need the right roadmap and plan to get the funding let us know. Common applications include: Waterloss Program - District metering, Acoustic Sensors, and digital twin software to find and fix the highest risk pipelines in your system. Sewer Overflow Program - Flow and level sensors to track in real time the overflows and inflow and infiltration, and digital twin software to focus the cleaning and capital projects on the highest risk lift stations and pipelines in your system. Treatment Permit Support - Balance the collection system with the treatment plant to pre-treat wastewater before it hits the headworks so your plan can have a consistent incoming load to treat vs all over the place. PS - Lots of tech used in the program including Core and Main, Xylem, Smartcover, ADS, Orbis, McCrometer, Halogen, and more. If you want to learn the technical details drop me a message.
