    At a time when geopolitical uncertainties are on the rise, finding a solution to Europe’s productivity gap has never been more crucial. AI provides a unique opportunity for Europe to reinvent its economy and significantly boost its competitiveness. European firms are making progress but need to further leverage cloud, modernize data architecture, and focus on skilling to scale AI faster and unleash its full potential.  A coordinated industrial strategy, including shared AI infrastructure and investments will also avoid dispersion of initiatives and help businesses across all European countries access powerful computing, R&D, and training. Europe has all it needs to take advantage of the AI revolution. Now is the time to execute on it.  Accenture’s just launched report, 'Europe's AI Reckoning: Reinventing Industries for a New Era’, highlights three key actions your company must take to seize the opportunity: 1. Develop a ‘cognitive digital brain’: an AI powered central nervous system for enterprise decision-making and continuous learning. 2. Secure the digital core: reduce the vulnerabilities, redundancy and technical debt that rise with continuous technological transformation'. 3.     Sovereign AI : if you always wanted to know about #Eurostack : Bertelsmann Stiftung wrote a 130 pages report on it. It contends that in a rapidly shifting global order, digital technologies are defining security, economic leadership, and scientific excellence. Eurostack is proposed as a strategic and political framework to reassert Europe’s role in a multipolar world- its answer to geoeconomic weaponization and systemic dependencies. 🔹Over 80% of Europe’s digital infrastructure is imported, creating critical dependencies 🔹the EuroStack proposal is about reducing them while maintaining selective global partnerships. 🔹the report envisions a vertically integrated, European-owned tech stack spanning semiconductors, AI, cloud, and quantum computing, built on principles of sustainability, inclusivity, and interoperability 🔹it describes sovereign AI ecosystems to drive industrial productivity, smarter public services, and ethical innovation aligned with EU values. 🔹it recommends integrating AI into Europe’s SMEs and industrial base for lower tech adoption costs and enabling homegrown knowledge spillovers to fuel long-term growth. 🔹 it advocates for a Common Digital Stack modeled after the success of the Common Market, a unified digital policy architecture to harmonize standards, pool investments, and align innovation with strategic goals. The report analyses the current systemic dependencies : • AI: EU lagging behind in model development, data infrastructure, and platforms. • Microchips: EU produces only 9% of what it consumes; aims for 20% by 2030. • Cloud: 70% controlled by 3 U.S. companies; EU’s largest holds only 2% • Critical Raw Materials: China dominates global refining of key inputs like rare earths and lithium. • R&D: EU firms represent just 7% of global software R&D; 4 of top 50 tech firms are European—and none founded in the last 50 years. • Reflecting the Mario Draghi Report (2024): it targets the root causes of the observed productivity stagnation: underinvestment in deep tech and poor R&D-to-market translation. • Startup Drain : Nearly 30% of European unicorns relocated abroad (2008–2021) & EU digital platforms facing acquisition pressure from non-EU actors 🔹Bertelsmann contends EuroStack aims to embed privacy, transparency, accountability, and trust into Europe’s tech ecosystem, differentiating itself from authoritarian and surveillance-driven models. 🗞️ Enjoy the read Martin Hullin

    📢 As a Digital EU Ambassador, I committed to keeping my community informed about the key developments shaping Europe’s digital future. This one matters. A lot. First, a quick clarification. HPC (High-Performance Computing) refers to the most powerful computing systems in the world, supercomputers capable of processing massive volumes of data at extreme speed, enabling breakthroughs in science, industry, and AI. AI Factories are the next step: integrated ecosystems combining HPC infrastructure, data, software, and expertise to accelerate the development, testing, and deployment of AI at scale. 💥 Europe is not just talking about AI leadership anymore. It is building it. With a €2.6 billion investment, 19 AI Factories across 16 countries, and 13 dedicated “AI Factory Antennas,” we are witnessing the emergence of a true European AI ecosystem, one designed for scale, sovereignty, and impact. What strikes me most is not just the ambition but the execution. Take JUPITER in Germany. Europe’s first exascale supercomputer. Capable of performing 1 quintillion operations per second. Ranked among the most powerful in the world, and importantly, one of the most energy-efficient. This is not incremental innovation. This is infrastructure for the next industrial revolution. 💢 And here is where it becomes truly strategic. These AI Factories are not closed ecosystems. They are designed for access: → Companies can access compute resources in just a few days → Startups can scale from experimentation to industrial deployment → Researchers can collaborate across borders with unprecedented power This is exactly what Europe needs. Because AI is not just about algorithms. It is about access to compute. And compute is becoming the new currency of innovation. From industrial innovation to scientific research, these infrastructures will accelerate everything: – Faster prototyping – Better models – More competitive European companies But beyond the technology, there is something deeper at play. ✅ This is about sovereignty. ✅ Owning our infrastructure. ✅ Controlling our data. ✅ Shaping AI aligned with our values. I have always believed that Europe’s strength lies in combining innovation with responsibility. These AI Factories are a perfect illustration of that vision in action.     We’ve released a new EU Economic Blueprint 2.0 to address Europe’s capability overhang, defined as the gap between what AI is capable of doing and how EU member states are actually using the technology. Closing this gap is a primary challenge for Europe: the countries that have a strategy to better utilize AI will be the nations that flourish in the Intelligence Age This capability overhang is playing out unevenly within the European Union itself. Europe is about 17% above the global average in advanced AI usage, but adoption and depth of use vary widely across the EU. Some countries are pulling ahead by fully embracing advanced AI. Others are lagging behind, and nine EU countries are below the global average. Left unaddressed, this gap risks concentrating productivity gains in a few places while others fall behind The stakes are real. Europe is contending with weak productivity growth, aging populations, fiscal constraints, and growing  global competition. AI is one of the few levers available to sustain Europe’s long‑term economic model. The European Investment Bank has found AI is already lifting labor productivity in Europe by around 4%, underscoring the technology’s importance to Europe's future That’s the challenge this Blueprint is designed to address. Research drives innovation, and deployment drives opportunity. Democratizing that opportunity requires broad-based deployment, fueling both AI adoption and the adaptation that turns people, companies, and countries into power users AI can lower barriers, expand participation, and create opportunity across Europe’s economy. And because AI will scale faster than prior general-purpose technologies, the capability overhang is also an opportunity gap. This Blueprint focuses on closing that gap through deployment in health, education, and science for individuals; enterprise for companies; and OpenAI for Europe for countries We released our first Economic Blueprint last year, and it’s been striking to see the contours of a European AI ecosystem begin to take shape across the continent   We’ve been proud to help build on that momentum by partnering with governments on secure and sovereign AI infrastructure; expanding education, skills, and certification programs; supporting startups and small- and medium-sized businesses; and working with policymakers to align deployment with Europe’s values and institutions I was honored to discuss Europe’s AI future at Bruegel, and will spend the week meeting with policymakers committed to closing the capability overhang. Europe has faced this choice before — whether to deploy a transformative technology, as it did with the printing press, or to slow deployment, as it did with the red-flag laws that held back adoption of the automobile.     Europe’s ability to remain competitive will depend on how effectively it advances critical technologies ranging from automation and programming to AI, connectivity, clean energy, and biosciences, since these domains are shaping future growth and resilience. When I reflect on this scenario, I see a continent with enormous potential but also a delicate balance to maintain. Ten areas of innovation are emerging as decisive: robotics and automation, programming environments powered by smarter algorithms, 5G and IoT connectivity, secure data frameworks, distributed infrastructure, biotechnologies, quantum and neuromorphic computing, advanced materials, applied AI, and clean technologies. Each of them is reshaping the way industries create value, how societies respond to global challenges, and how sustainable progress can be achieved. What strikes me most is the intersection of these technologies. Applied AI relies on connectivity and trust architecture to generate impact. Cleantech leverages new materials and distributed infrastructure to scale effectively. The Bio Revolution opens new horizons for health, agriculture, and environmental resilience. Progress in one field strengthens progress in others, and this dynamic interrelation is becoming the real driver of transformation. For leaders and decision makers, the question is how to embrace these advances with strategic clarity and responsible governance.     𝐓𝐡𝐞 𝐰𝐨𝐫𝐥𝐝 𝐢𝐬 𝐪𝐮𝐢𝐞𝐭𝐥𝐲 𝐫𝐞𝐝𝐢𝐬𝐜𝐨𝐯𝐞𝐫𝐢𝐧𝐠 𝐭𝐡𝐞 𝐜𝐨𝐬𝐭 𝐨𝐟 𝐝𝐞𝐩𝐞𝐧𝐝𝐞𝐧𝐜𝐲. After World War II, economic interdependence was not a weakness. It helped rebuild Europe. Countries specialised. Supply chains expanded. Technology scaled globally. Costs fell. Prosperity grew. That was not a mistake. But there is a fundamental difference between outsourcing production and becoming dependent on external intelligence for critical decisions. For decades, technology helped organisations execute. Increasingly, it helps organisations decide. And that changes everything. That is why I find the current debate around AI sovereignty so interesting. Last week, Mistral made its ambition clearer: not only European models, but a European full-stack alternative spanning applications, industrial solutions and compute infrastructure. Its target: 1 GW of European compute capacity by 2030. At the same time, Deloitte expects more than US$100 billion to be committed to sovereign AI compute globally in 2026. This is not nationalism. And it is not an argument to stop working with global technology leaders. 𝐈𝐭 𝐢𝐬 𝐚𝐧 𝐚𝐫𝐠𝐮𝐦𝐞𝐧𝐭 𝐭𝐨 𝐬𝐭𝐨𝐩 𝐭𝐫𝐞𝐚𝐭𝐢𝐧𝐠 𝐞𝐯𝐞𝐫𝐲 𝐀𝐈 𝐝𝐞𝐩𝐞𝐧𝐝𝐞𝐧𝐜𝐲 𝐚𝐬 𝐚 𝐩𝐫𝐨𝐜𝐮𝐫𝐞𝐦𝐞𝐧𝐭 𝐝𝐞𝐜𝐢𝐬𝐢𝐨𝐧. Some dependencies improve efficiency. Others quietly shape future freedom of action. Boards should be asking: Where do we need the best global capability? Where do we need portability and negotiating power? Where do we need control over data, models and critical workflows? And where should European alternatives actively become part of the architecture? Because an organisation can outsource infrastructure. It can outsource applications. It can outsource operations.
